New Web Platform Test hr-time/window-worker-time-origin.html fails

A test was added to web-platform-tests that fails on Chrome: hr-time/window-worker-time-origin.html, added in https://github.com/w3c/web-platform-tests/commit/4fe966bf3269e0483de3aba23d48d92c71604d15.

This test can be tried in your current browser at:
http://w3c-test.org/hr-time/window-worker-time-origin.html

Because the failure console message for this test contains specific perf numbers which vary between runs, a consistent -expected.txt cannot be added now.

Using wpt-import in Chromium 92dc22973ed15b4e4683d4ac73ea329763f65c25.

Manual import, with the following change:
Add Failure expectation for testharness test "hr-time/window-worker-time-origin.html", and clean up TestExpectations.
