V1 Hosted app windows set to Open in Window don't remember position

Issue description

Chrome Version       : 57.0.2987.19
OS Version: 9202.12.0

If you set a hosted app to open in window and close it, it won't come up at the position in which you opened it. Repro

1) Select hosted app (e.g. GMail) and set to open in window
2) Dock it to the left (long press on maximize button, drag left)
3) Close it
4) Re-open it

Expected
Opens in previous position

Actual
Opens on right side
