Steps to reproduce the problem:
1. download any video
2. while downloading open the .crdownload in vlc media player
3. when chrome finishes the download, it cannot change .crdownload to the correct suffix, so it restarts the download throwing away anything it did bevore

What is the expected behavior?
it should just either: create a copy of the file with the correct file name, or do nothing, and keep the .crdownload ending
