Support "kiosk" form_factor in study filters

ChromeOS has single-app kiosk modes, which should be able to be included or excluded in particular experiments.

To accomplish this, add a "kiosk" form_factor that is set appropriately - the check can likely be #ifdef'ed to CrOS.
