Unused RPCs:
get_host_history

From Richard "This deletes one of the last clients of the `host_history` module.
The remaining clients are `analyze_reboot_time` and `collect_host_stats`.
We should look for whether those can be deleted in a separate CL."

This bug tracks the RPCs and determin whether/how to remove host_history module.
