Delay udev trigger commands for codecs until UI starts

Issue description

The codecs aren't needed before Chrome starts, delaying the execution could be beneficial for boot time.

Note: /etc/init/udev-trigger-codec.conf is currently in process of being split from package media-libs/media-rules into the corresponding BSP packages and media-libs/go2001-rules.
