cros 1.25x scale: tray background

Notice how the right side of tray backgrounds goes a little bit too far. You can see it edging past the avatar image and extending farther than the hover effect on the notification bell.

I left a comment here regarding the ripple - https://bugs.chromium.org/p/chromium/issues/detail?id=460877

I think mask layers are to blame but I could be wrong.
