text-to-speech has regressed

Issue description

Mode: force_next
Version: 58.0.2998.0
Reproduction Steps: 
1. I did a CrOS update > Reboot
2. I observed that the Chrome US English text-to-speech has become difficult to understand
3. It sounds mushy, not possible to tell waht is caps vs. non-caps, and pronunciation of lots of words are not clear

Unfortunately this was on purpose, because the new speech engine didn't support tracking individual words.

We've reverted to the previous engine temporarily and we're hoping for an update from the speech team.

Most likely Chrome 56 and 57 will have the old speech engine, and with any luck 58 or 59 will have the new engine again.

THis has unfortunately hit  latest Dev build:
Version 57.0.2987.32 dev (64-bit)
I'm reverteing to Beta...
