cbuildbot: kevin and caroline is missing in *-gcc-toolchain and *-llvm-next-toolchain

In addition to https://chromium.googlesource.com/chromiumos/third_party/toolchain-utils/+/9e32aa6f93c7f703dd0352b66da1a0126c023338
they needs to be in 'toolchain_tryjob_boards' in chromeos_config.py, too.

./cbuildbot --remote --nochromesdk --hwtest --remote-description=master__kevin-gcc-toolchain_2017-01-30   kevin-gcc-toolchain

ERROR: No such configuraton target: "kevin-gcc-toolchain".
ERROR: One or more invalid configuration targets specified. You can check the available configs by running `cbuildbot --list --all`

chromeos_config: add caroline and kevin to toolchain builder.

BUG= chromium:688496 
TEST=These two boards was added to toolchain builders.
     run_test inside chroot passes.
