The --user-data-dir command line flag not working

Issue description

Chrome Version: 57.0.2987.21 (Official Build) beta (64-bit)
OS: Windows

User uses this flag to run different instances of the Chrome Browser (one for work and one for personal). Today, this flag stopped working. 

User attempted to open from the command-line as well, and while Chrome does open with no errors or warnings, it doesn't open a new instance and instead opens the default user profile. 

uninstall/reinstall has no change in behavior

+some signin and FRE folks. We should definitely make sure this flag is working, since it's necessary for testing out certain flows (e.g. the new desktop FRE).

I can't reproduce it on Linux 57.0.2987.21, on Linux top of tree and macOS top of tree. Mihai, can you try on windows?

During development I always use a --user-data-dir on Windows and it works fine for me on Trunk ToT. So this may be a problem with M57.

@Test Eng: Before Could you please confirm that you can reproduce this bug on the latest Chrome M57?

Tried to debug this using M56 and M58 but no luck.
Reached out to user on Forum to share a video or some screenshots

Rechecked this on chrome version 57.0.2987.21 and on chrome version 57.0.2987.40 using Windows 10 and unable to reproduce it. Followed the below steps:

1) Installed chrome and using command prompt, navigated to executable path displayed in chrome version and entered "chrome.exe --user-data-dir=c:\foo"

2) Observed that a folder directory named "foo" was created and chrome was launched. Same flag appended is also displayed in chrome://version.

Attached is a screen shot for the same, please let us know if any other steps has to be followed here.

Removing Test Confirmation label, please add if required again.

I'm going to go ahead and close this out as WontFix. Please re-open if we're able to get a repro scenario.
Hi Chromium team, i am facing the same reported error on

Did not know exactly when start it. But when i am trying to open my chrome it open my main instance not my alt instance. I Manage to open it only from my pinned shortcut under most visited.
I am attaching both version screens first when i used the most visited link and the other one when i use the short cut.

I fix it... in a previous version chrome support -user-data-dir now i should add (double dash ---->)--user-data-dir
