Regression: Overlapping is seen for the icons of Memory section after dragging console drawer upward

Issue descriptionChrome Version: 58.0.3001.0 d50208a95a17148ec119745d20ceba483da71672-refs/heads/master@{#447896} OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1) Steps: 1. Launch Chrome, open Devtools on NTP and go to Memory section, 2. Press Esc key to open Console drawer and drag it extreme upward 3. Observe. Actual: Overlapping is seen at the icons (Take heap snapshot, Clear all profiles and Collect Garbage) after dragging console drawer upward Expected: No such overlapping should be seen at the icons (Take heap snapshot, Clear all profiles and Collect Garbage) after dragging console drawer upward This is regression issue, broken in ‘M 57’ and will soon update other info : Good build:57.0.2978.0 Bad build: 57.0.2979.0
