Context menu is clipped to window boundaries in Files App.

Issue description

Chrome Version: 58.0.2998.0/9245.0.0 dev channel Blaze,Gnawty,Parrot
OS: Chrome 

What steps will reproduce the problem?
(1)Sign in to chrome>>Open Files app and click on Recent option under My drive on L.H.S or any option with more data up to 15-20 items
(2)Now double tap on any list item and Observe context menu.

Expected: Context menu should not be chopped.
Actual: Instead context menu is seen chopped.

This is non regression issue as it is seen from M55.

Summary: Context menu is clipped to window boundaries in Files App. (was: Non regression: Chopped context menu is seen in Files app.)
I don't see this particular problem on 64 anymore. But there is another thing: I can make the app window too small, and for some reason the context menu is clipped to the window boundaries (which is not normal for desktop apps), therefore it's content will be clipped.
