When using multiple login with two profiles new windows and tabs sometimes appear on the wrong (hidden) profile

Issue description

Chrome OS Version: 56.0.2924.87 beta (64-bit)
Chrome OS Platform 9000.82.0 (Official Build) beta-channel samus

Network info: Wireless, WPA2

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) log in
(2) log in with a second profile
(3) press ctrl+n or ctrl+t
(4) switch to the first profile
(5) press ctrl+n or ctrl+t

Expected Result:

New windows or new tabs appear in the currently displayed profile.

Actual Result:

New windows or new tabs appear in the profile that currently has a window open - no matter if it's the hidden profile.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

Always.

What is the impact to the user, and is there a workaround? If so, what is
it?

Workaround: close all windows in the hidden profile - or use alt+number to open new windows.
