Setup master building WebRTC branches

Tracking bug for setting up a new master: client.webrtc.branches that will monitor the two most recent branches and trigger builds for commits to them.

Example branch URL:
https://chromium.googlesource.com/external/webrtc/+/branch-heads/57

The branch information will be kept in a separate branches_cfg.py file which needs to be updated when we make a new branch cut (every ~6 weeks).

The idea is to use this builder for the Android AAR archive that we wish to deploy. It should also probably be used for the iOS CocoaPod releases in the future.
