Regression : Delay is seen for Wi-Fi Networks to display on every time clicking 'Wi-Fi' in chrome://md-settings

Issue description

Chrome Version: 58.0.2998.0/9245.0.0 dev channel Blaze,Gnawty,Parrot
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://md-settings page
(2)Now at 'Internet Connection' section click on Wi-Fi Drop down -> Observe loading symbol(Searching for Wi-Fi networks)is seen
(3)Now close Drop down by clicking on 'Wi-Fi' -> Again click on 'Wi-Fi'  and observe loading symbol(Searching for Wi-Fi networks) is seen (please refer Video)

Expected: Every time on clicking 'Wi-Fi' drop down loading symbol should not be seen i.e. No Delay should be seen for Wi-Fi Networks to display 
Actual: Instead delay is seen 

This is Regression Issue as same is working fine in chrome//settings

This is a difference between md-settings and legacy settings. I wouldn't call it blocking for launch, but it's something we should fix.

That initial delay is pretty bad, it should be mitigated by vulcanization, and obscured by un-inlining the network settings.

It is *much* less noticeable on a device like Pixel, but I will do some testing against a lower end machine once Vulcanization has landed.

Vulcanization mostly helps with the page's loading time. Once the page has loaded, it has minimal effect AFAIU. So I don't think it will positively affect the time it takes to load WiFI networks.

Yep, that's an option. It might help with overall performance also (we could delay some other requests until an idle frame). I definitely plan to look into this for 58.
