Click-to-play is gone on Chrome Version 56

Issue description

Chrome Version: 56.0.2924.87 (64-bit)
OS: Not platform specific

What steps will reproduce the problem?
(1) Visit https://online.citi.com/US/VAN/webcard/ranwebcard.jsp
(2) 
(3)

What is the expected result?
Should be able to click to play

What happens instead?
Will see error message:"This content requires the Adobe Flash Player. Get Flash
"

Tested on Goobuntu Chrome Version 56.0.2924.87 (64-bit), on Mac Chrome Version: 56.0.2924.87 (64-bit), on Windows 56.0.2924.96 (64-bit), we clicked on "Get Flash", the site is disappeared without any popup. 

Tested on Canary, Incognito Window, it displays the same error message, however, when we clicked on "Get Flash", there would be a popup to provide you option to allow you to run the flash.

Tested on Version 55, they are working fine.

Is anyone working on this issue yet? We got more and more users chat in to ask about this now.

There is another workaround: 

Visit chrome://flags/#prefer-html-over-flash on your chrome browser, and then disable the HTML over flash.

Do a chrome://restart on your browser. and then try running flash components again.
