Currently we are only tracking with CSS properties are animated using CSS transitions or CSS animations.

`background-image-position` is a prime example of a property that is often changed on a per-frame basis (scroll events, rAF, etc) to achieve effects like parallax scrolling. 

We should track how often that happens to see if we need to add optimizations.
