Network connection [Wired and Wireless] takes ~1 minute to establish connection after reboot

Issue description

Good builds - everything before 9178.0.0 / 57.0.2978.0

Bad builds - everything after 9182.0.0 / 57.0.2978.0

Issue exists on Zako and Panther. Have not tried with other Chromeboxes. Issue is not seen on Speedy chromebook.


What steps will reproduce the problem?
(1) Re-image the device with 9182.0.0 or newer chromeos build
(2) Connect ethernet cable (either to the built in ethernet port on the chromeboxes or via ethernet dongle)
(3) Disable WiFi (to make sure it only tries to connect via ethernet)
(4) Reboot device

What is the expected result?
Upon reboot, the ethernet connection should be establised within few seconds (~2-5 secs)

What happens instead?
Upon reboot, ethernet connection is not establised for ~ 1 minute



Attaching logs from panther running 9182.0.0 exhibiting this issue as well as from 9178.0.0 with no issue.

Yes this happens on 9202 branch builds as well.
Just tested on:
57	9202.27.0	57.0.2987.52
dsunkara@ can you also confirm this is ONLY reproable on zako and panther? or is it on other devices too?
snanda@ who do you think can take a look at this network connection delayed issue?
Possible duplicate of bug 690249 ?
Issue 690249 has been merged into this issue.
This looks like a dup of  issue 682578  and the fix of that has already been approved for M57.
