Tabs Don't Stack in Chrome Tablet Mode

Issue description

1. Switch Windows 10 into Tablet Mode
2. Open lots of new tabs.

EXPECTED:
Tabs stack and are touch scrollable

ACTUAL:
Tabs layout as if on desktop mode.

This will probably require getting touch dragging fixed in views.
