Issue descriptionSplit from Issue 687248#19, it's observed that all of the recent failures (~10 runs) attempted to provision chromeos2-row3-rack4-host3 and ended up in "Unhandled DevServerException SSHConnectionError timeout" failure. We should remove this testing device from the pool. Anyone could help to do that?

That aint the trooper. You can simply lock the host in cautotest/ temporarily. I can investigate a bit later.
