Some backgrounds don't render

Reported by m...@mattstow.com, Feb 3 2017

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.95 Safari/537.36

Example URL:
https://github.com/stowball/react-accessible-tabs

Steps to reproduce the problem:
1. Click the "Clone of download" button
2. The dropdown doesn't have a background color, even though one is set in CSS

What is the expected behavior?
The dropdown should have a white background, so the content beneath doesn't show through

What went wrong?
The dropdown is transparent

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No

Did this work before? Yes Works in stable 55.0.2883.95

Does this work in other browsers? N/A

Chrome version: 58.0.3000.0 Channel: canary
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 24.0 r0

I've noticed it on a few other sites too. I just thought the sites (and their popups) were buggy.

Mergedinto: 687302
Status: Duplicate (was: Unconfirmed)
Able to reproduce the issue on the latest canary(58.0.3000.0) on Mac OS 10.12.2, worked fine on Windows-10 & Linux Ubuntu 14.04.

Last Good build: 58.0.2988.0
First Bad build: 58.0.2989.0

Changelog: https://chromium.googlesource.com/chromium/src/+log/209094f6afac678695e7061b0e02e3dc21eb7ebe..677c0342b556d3dd7a5387ffba13cc0079439ad7

Based on the above bisect result, this looks same as Issue 687302 hence merging into that.
