Connected to internet but DNS failure status error code 137

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36
Platform: 8172.47.1 (official build) stable-channel reks

Example URL:

Steps to reproduce the problem:
1. Connect to network
2. Show bars but no internet
3. Run diagnostic tool
4. DNS server returned problem status code 137

What is the expected behavior?
I've set up 9 other chromebooks today problem free.
This is the 10th one with this problem

What went wrong?
It connects to the internet and has connection bars and signal strength but then doesn't work says no internet. If i run diagnostic it comes back-dns server returned problem status code 137
