VR browsing: Improve scrolling smoothness |

Issue descriptionScrolling in 2D web pages is currently janky, and speed seems to vary quite a bit based on how aggressive you are using the controller. Smoothness needs to be improved and acceleration should be predictable before we release for wider testing.

I reviewed the logs and it turned out that controller sends the correct events, but the content doesn't get the events. It should be the result of a recent change (probably a side effect of https://codereview.chromium.org/2688813004/ ). I close this bug and start a new one to track that issue
