Scenario:
Update requests start failing for an extended period of time so the database doesn't get any updates. This may be because of a bug in the server, or in the client implementation, or due to a mismatch in the lists that the server serves and client expects, or for any other reason.

In such as case, clients will keep sending full hash requests for stale hash prefixes and possibly overload the server.
