Issue description

What is the bug or feature:

try job found 447569 as culprit, but when triage, it was 447564 that would be triaged

It is due to the failure grouping.

The try-job https://luci-milo.appspot.com/buildbot/tryserver.chromium.win/win_chromium_variable/616 was for https://luci-milo.appspot.com/buildbot/chromium.win/Win7%20Tests%20%281%29/63160 instead.
