Based on the discussion here: https://groups.google.com/a/chromium.org/d/topic/blink-dev/Yk8u329AmIs/discussion

Specifically "https://tools.ietf.org/html/bcp47#section-2.1 asks for the 'shortest ISO 639 code'".

Seems like we need to apply some transformation to what's is in the media stream before exposing it to the page.
