Resizing the main browser window that has frames leaves artifacts in the window

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. go to the url listed above
http://www.billandjillinsulators.com/auctions/149/frame-bottom.php

2. resize the window

3. there is a artifact where the scroll bar and the frame separator bar are in different places. I use this site a lot (years) and this just started happening with the most recent release of Chrome (or maybe the previous release). Quite recently in any case

What is the expected behavior?
The frame border should move with the scroll bars as it did in the past and does with all other browsers.

What went wrong?
Bad display, see above discussion

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes either the previous version or the version before that

Does this work in other browsers? Yes

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 24.0 r0

Turns out it's a bug on android too.  With phone on landscape orientation to go that url. Rotate the phone to portrait mode. Phantom bar appears again. 
Chrome version 55.0.2883.91 on Android 6.0.1

Able to reproduce the issue on reported version#55.0.2883.87 .But no issue on chrome stable version-56.0.2924.87 & latest Canary-58.0.3004.0.
Please upgrade to the latest stable / canary version & check the issue.Please find the attached screencast for reference.
