Description line in report an issue screen disappears on changing the device orientation from landscape to portrait mode.

App Version: 57.0.2987.20 dev
iOS Version: 9.3.5,iOS 10
Device : iPhone 6s,7 only

Steps to reproduce:

 1. Launch chrome in landscape mode.
 2. Tap on Menu > Report an issue. 
 3. Tap on description
 4. Change the device orientation to portrait mode.
 
Observed results:
Description line disappears. 

Expected results:
Description line should be displayed.

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Dolphin/Safari/Firefox: Safari : NA
Bug reproducible on current stable build (App Version, iOS Version): Yes in M56
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes in M57

Cannot reproduce with latest canary.

Issue can be reproduced with the above steps tested on latest canary 66.0.3352.0 tested on iPhone6(10.3.5) and iPhone 6s iOS(11.2.5).
