Share network option is force-enabled in public session mode

Issue description

Chrome version: Any, including latest Stable 55.0.2883.105

Option "Share this network with other users" in network setting remains force-enabled when public session users connect to protected networks.

Steps to repro:
1) Configure Chrome device as a public session kiosk and start public session mode
2) Go to chrome://settings > Internet connection > Join other...
3) Input SSID and set Security to "WEP" or "PSK (WPA or RSN)"

Expected:
User can uncheck "Share this network with other users" (same as user mode)
Or, option "Share this network with other users" is force-disabled when user select "WEP" or "PSK (WPA or RSN)" (same as guest mode)

Actual:
Option "Share this network with other users" remains checked and grayed out. This allows other public session users on the same device to connect to protected network without entering credentials.
