This is an old bug, an artifact of the way Chrome paints borders. I was unable to find matching duplicate, so let this be the canonical "bad dotted borders" bug. It cannot be sanely fixed in the existing code. Most likely, it will not get fixed until layoutng. https://crbug.com/635619 The root cause is that we paint each border for each cell separately, even if the border is set on tbody. The periodicity is caused by each dashed line starting with a long rectangle. Fixing "Improve dashed/dotted line drawing" https://crbug.com/349985 might improve the appearance.
