Issue description

Avoid a repaint on every animation step of the MD toggle button thumb. See the TODO in ToggleButton::AnimationProgressed(): "The thumb is using its own view. Investigate if repainting in every animation step to update colors could be avoided."
 
Is the animation performance measurably bad here (should this item be prioritized)?
not really measurable afaik, and it's limited in its scope since it only happens when a user takes an action. I suppose we could make the layer a solid color and use layer animations, but then we'd need to pull the shadow out into a second layer which doesn't seem like an overall win. I'd just remove the comment and close the bug.
