Steps To Reproduce:
(1)Login to device without any network
(2)Open Wallpaper picker 


Expected Result:
Should see wallpaper picker with all tabs at offline mode.

Actual Result:
Seen custom tab only at offline.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
always.

What is the impact to the user, and is there a workaround? If so, what is
it?
