Issue descriptionChrome Version: 58.0.3000.0 (ToT) OS: Android 6.0.1 What steps will reproduce the problem? (0) Open Chrome. (1) Navigate to https://www.google.com (2) Tap the omnibox to display zero-suggest results. (3) Observe the suggested URLs. What is the expected result? All suggested URLs should use the https:// scheme. What happens instead? The omnibox suggests m.facebook.com (the scheme is omitted for http:// URLs). Other URLs appear to be fine (I see https://en.m.wikipedia.org, https://m.youtube.com).

I'm not able to repro on a fresh install so I think it must have been pulling from my history. However, the m.facebook.com URL does come from an NTP tile so maybe I'm not seeing those suggestions for some other reason.

It sounds like it's likely your history, not an prepopulating NTP issue. Nonetheless, leaving as Untriaged so the NTP folks see this and can decide whether they can / should / do build a preference into their NTP-populating algorithm to prefer the https version of sites.

For prepopulating the NTP, we do already prefer https sites whenever they exist. If we ever suggested an http version of facebook, that'd be a significant bug.

Note that ZeroSuggestProvider talks directly to TopSites (i.e. local history only), although there are plans to integrate with Popular Sites and Suggestions Service, see https://bugs.chromium.org/p/chromium/issues/detail?id=607111 So yes, it must have come from your own history.
