Change InkDropHighlight to use SOLID_COLOR layers rather than TEXTURED layers

Issue description

The current InkDropHighlight uses TEXTURED layers which are more expensive than a SOLID_COLOR layer.  Since we are using an InkDropMask to obtain the desired shape it should be possible to convert most of the InkDropHighlights to use a SOLID_COLOR layer.

The initial description sounds appealing with potential performance gains. Is this still relevant? This issue is pretty old by now.
