Land metrics to measure smoothness of ripples on buttons in the shelf

Issue description

We are currently investigating jank of ripples on the following surfaces, and as part of this investigation it makes sense to land metrics to measure the performance of the ripples:

* Launcher/app list button
* Notification center button
* Overview mode button
* System tray button

 
Ripple performance on the system tray seems pretty good as-is, but let's still go ahead and apply metrics to get some data to compare against the other surfaces.
I would vote to add just one more metric for the notification tray. This will allow us to keep a baseline for performance for any future work.

Chatting with Ben about this, we don't think it's a P1 for M-58 since issue 676334 and issue 672582 have already been resolved, and issue 676332 and issue 631516 are currently marked as Started. The original value of the metric was to inform direction of these four bugs.

Updating the labels but it would still be nice to measure this performance, perhaps by collecting the data in a histogram. I will let Ben fill in the details.
