Android apps cannot be sent to a secondary monitor

Platform: 000.76.0 (Official Build) beta-channel cave

Steps to reproduce the problem:
1. Open an android app
2. Select it and drag it to another screen

What is the expected behavior?
App moves to secondary display

What went wrong?
It bounces back into place on the primary monitor

Did this work before? No 

Chrome version: 56.0.2924.79  Channel: beta
OS Version: 9000.76.0

Components: -UI Platform>ARC
I think there was a fix for this landed recently going out with 57, but I'm not 100% sure.  Bouncing to the ARC folks to confirm.
