add extra instructions/steps to install-chromeos-fonts.py for subpixel rendering

Issue description

running install-chromeos-fonts.py is necessary but sometimes not sufficient to get desktop-built cros to display fonts correctly (i.e. as a real device would). You might also need to add/edit ~/.fonts.conf

This bug is a TODO for Dan (who fixed this for me) to add docs regarding this step.

Adding Oshima, who I think might have added this script, and also Jungshik, as a heads-up.

We might want to just point developers at the full Chrome OS fontconfig local.conf file and say "dump this into ~/.fonts.conf". We install some defaults via symlinks as well and ought to mention that too.

Add fontconfig instructions to install-chromeos-fonts.py.

Update the install-chromeos-fonts.py script to also describe
how to configure fontconfig to use the default rendering
settings that are used on Chrome OS devices.
