Delay is observed for back navigation from chrome://md-settings/manageProfile page.

Chrome Version: 56.0.2924.87 Revision 0e9a9a6f3676ae439b78cd9b3f62b4193c3ac7d5-refs/branch-heads/2924@{#895}(32/64 bit)
OS: Windows(7,8,10),Mac(10.12.1, 10.11.6, 10.12),Linux 14.04

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://md-settings
(2) Press Tab key upto subpage arrow icon near profile name
(3) Long press on Enter key and then click on back navigation arrow, observe.

Actual: Delay is observed for back navigation from chrome://md-settings/manageProfile

Expected: Delay should not observed.

This is a non-regression issue, seen from 'M-55'.
