Regression: [DevTools] Cursor is not visible in 'Filter' text box of 'Console' section.

Issue description

Chrome Version: 58.0.2999.0 Revision 71ff10d6d6197f990fc47146979d4028d7f4a2e9-refs/heads/master@{#447413}
OS: Windows(7,8,10),Mac(10.12.1, 10.11.6, 10.12)

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window and navigate to Console section .
(2) Resize dev tools window to the right side and click on Filter text box, observe.

Actual: Cursor is not visible in Filter text box of Console section.

Expected:  Cursor should be visible in Filter text box of Console section.

This is a regression issue, broken in 'M-58', will soon update the other info:

Good Build: 58.0.2998.0
Bad Build: 58.0.2999.0

Able to reproduce the issue and below are the bisect details for the same:
Good Build: 58.0.2998.0
Bad Build: 58.0.2999.0

Issue still exists on mac os 10.12.2 in chrome canary M58 #58.0.3007.0 .

With respect to comment 10:

Verified the above issue on Windows(7,8,8.1,10),Mac(10.11.6, 10.12.1, 10.12) and Linux(14.04 LTS) OS on #58.0.3029.28 The issue has been fixed and is working as intended.
