Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36 Steps to reproduce the problem: 1. Open developer toolbar 2. Hover mouse over the "padding-margin-border"-area (see attached .gif) 3. Move the mouse-pointer very quickly to the viewport. 4. click left mouse-button 5. move your mouse What is the expected behavior? onmousemove-event should be triggered. What went wrong? The onmousemove-event does not trigger, while the left mouse-button is pressed. Did this work before? N/A Chrome version: 55.0.2883.87 Channel: n/a OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 24.0 r0 This bug is hard to reproduce, because it happens only occasionally, but I found a way when the web-developer toolbar is opened.(see attached gif) Try it by yourself with attached html. I guess you have to try it several times. It appears to happen more often, when the html is big and has lots of elements in it. Also when the browser-window is large. This bug is not only about the web-developer-toolbar. It also happens without it. The toolbar is just a way to reproduce it. Note1: I have a dual-monitor setup.

Tested the issue in chrome #55.0.2883.87 and latest stable #56.0.2924.87 and canary #58.0.3003.0 on Win 7 and not able to reproduce the issue. @manfred.gruenling: Could you please upgrade to latest version and create new profile without any extensions, recheck once and let us know the observation of the issue which would help us to triage the issue further. I can reproduce the issue in 58.0.3004.3. You have to move you're mouse really quickly off the devtools panel and into the window. Seems if you do this quickly enough the devtools overlay doesn't go away, I suspect it may be interfering with how mouse moves are handled. +dgozman to triage for DevTools -Needs-Bisect since it's not mentioned to be a regression.

I think the problem is that we don't get/listen to mouseout from metrics widget when mouse goes out of document quickly.
