Regression: Size of toggle button is seen enlarged on chrome://md-settings/

Chrome Version:58.0.2999.0 (Official Build) canary (64-bit) Revision 71ff10d6d6197f990fc47146979d4028d7f4a2e9-refs/heads/master@{#447413}
OS:Windows(7,8,10),Mac(10.12.1, 10.11.6, 10.12),Linux 14.04

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/
2. Observe size of toggle button

Actual: Size of toggle button enlarged.
Expected: Size of toggle button should be proper.

This is regression issue, broken in ‘M 58’ and below is manual bisect info:
Good build:58.0.2998.0
Bad build:58.0.2999.0

Using the per-revision bisect providing the bisect results,
Good build:58.0.2998.0 (revision :447146)
Bad build:58.0.2999.0 (revision :447413)

You are probably looking for a change made after 447309 (known good), but no later than 447310 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Working as Intended. The toggle visuals wasn't compliant to bettes@'s spec until now - the new look is actually the correct look.
