Regression:Text is not displayed properly for 'Remote devices' after resizing Devtools

Chrome Version: 58.0.2999.0 (Official Build) 71ff10d6d6197f990fc47146979d4028d7f4a2e9-refs/heads/master@{#447413}-32/64 bit
OS: Windows(7,8,10),Mac(10.12.1, 10.11.6, 10.12),Linux 14.04

What steps will reproduce the problem?
(1)Launch chrome, navigate to NTP and open devtools.
(2)Click 'Customize and control Dev tools'(three dot menu) then 'More tools' and select 'Remote devices'
(3)Drag the devtools window towards R.H.S.(Kindly refer the video)
(4)Now drag the horizontal scroll bar under 'Remote devices' towards R.H.S and observe.

Actual:Text is not displayed properly i.e not visible after resizing devtools 

Expected:Text should be displayed properly after resizing devtools.

This is a Regression issue broken in M-57,will soon update other info.

A friendly reminder that M57 Stable is launch is coming soon! Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and get it merged into the release branch ASAP so it gets enough baking time in Beta (before Stable promotion). Thank you!
