Regression: Unnecessary 'Move to the top' and 'Move up' options is seen for first language in chrome://md-settings/languages

Chrome Version: 58.0.2999.0 (Official Build) 71ff10d6d6197f990fc47146979d4028d7f4a2e9-refs/heads/master@{#447413}-32/64 bit
OS: Windows(7,8,10),Mac(10.12.1, 10.11.6, 10.12),Linux 14.04

Steps:
1. Launch Chrome and navigate to chrome://md-settings/languages
2. Click on iron icon of first language and observe

Actual: Unnecessary 'Move to the top' and 'Move up' options is seen for first language 

Expected: 'Move to the top' and 'Move up' options should not be seen for first language 

This is a regression issue broken in ‘M-57’, will soon update the bisect info.

Good build : 57.0.2951.0 
Bad build : 57.0.2952.0

Able to reproduce the issue and below are the bisect details for the same:
Good build : 57.0.2951.0 -Revision-438385
Bad build : 57.0.2952.0 -Revision--438707

You are probably looking for a change made after 438402 (known good), but no later than 438403 (first known bad).

The script might not always return single CL as suspectas some perf builds might get missing due to failure.
