Regression : Unnecessary 'copy' option appears in more options list in devtools

Issue description

Version: 56.0.2924.87 0e9a9a6f3676ae439b78cd9b3f62b4193c3ac7d5-refs/branch-heads/2924@{#895}
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now click and hold 'Element' tab in header and drag it from LHS to RHS twice or thrice and then click on more options '>>' icon and observe the more options list.(Refer video).

Actual: Unnecessary 'copy' option appears in more options list
Expected: Unnecessary 'copy' option should not be seen in more options list

This is regression issue, broken in ‘M 53’ and will soon update other info :

Using the per-revision bisect providing the bisect results,
Good build:53.0.2753.0 (revision : 396745) 
Bad build: 53.0.2754.0 (revision : 397000)

You are probably looking for a change made after 396953 (known good), but no later than 396957 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Still we are able to reproduce the issue on stable#56.0.2924.87 & latest Canary#58.0.3025.0 on Windows7,Mac 10.12.2 & Ubuntu-14.04.Please look into this issue & update the thread accordingly.

Still able to reproduce the issue on Win-10 using latest canary #59.0.3046.0.
