Allow users to dock windows on the left and right side of an extended monitor

Issue description

Allow users to dock windows on the left and right side of an extended monitor (so even on the edge that may border on the laptop edge where the mouse goes past)

@kuscher - I assume that by "dock windows" you are referring to split-screen like behavior, right? 

@afakhry - could you have a look? Is this feasibly for M59?
I assume you're talking about window snapping, since docked windows is now disabled.

You can snap a window to either sides of an external display by:
1- Drag the window such that the mouse cursor goes to the top right or left corner of the external display.
2- Use the keyboard shortcut Alt+[ or Alt+] while the window is positioned in the external display.
