Include infra continuous failures (i.e. infra tree closers) in SoM/trooper |

Issue descriptionRight now, infra doesn't have sheriffs. When our own continuous waterfalls fail, no one is watching the tree status to make sure that CLs get reverted and the tree gets reopened. I believe that this should be added to the trooper duties. It's generally a really small issue: the infra tree is open the vast majority of the time (http://infra-status.appspot.com/status_viewer). We should expose infra tree closures -- and in particular, links to the failing builds so that they can be investigated or retried in case of flake -- on the /trooper page of SoM.

It's been a while since this bug was filed, but I think it's a good idea still. And some thoughts on the infra sheriffing: I think mixing tree closers with infra failures on the trooper page would potentially be confusing, but I'm thinking of moving in a direction where we surface Sheriff-o-Matic infra failures on go/trooper-queue instead of trying to use Sheriff-o-Matic to replace go/trooper-queue. I think the trooper page in Sheriff-o-Matic plan ultimately turned out to probably not have a great investment/benefit ratio, and is mostly obsoleted by the fact that being able to autofile trooper bugs in Monorail gives us the potential to expand the Monorail trooper queue into a bigger surface if we want to give troopers unified view. (ie: we could send pages to Monorail in addition to Outalator if we want.) Then, maybe the trooper page could become a page for the infra tree that people can look at if they want to try to figure out what closed the infra tree. I think having a Sheriff-o-Matic view for this would be nice regardless of whether we add managing the infra tree to the trooper's duties. If we did eventually want to have troopers fix the infra tree (with the trooper rotation split, we'd have to decide which subteam owns this), we could potentially create an alert for the infra tree being closed with a link to Sheriff-o-Matic for help finding the culprit, so that we could keep things in line with having just one main surface troopers care about. So Sheriff-o-Matic would be the console for fixing an infra tree closed failure, but the trooper queue would be where people go to see if they should look at Sheriff-o-Matic (similar to troopers' current relationship with Viceroy and other consoles).
