[Findit] Flake Analyzer: If found a exisisting flake analysis which is errored out, start a new one

Issue description

We have a feature that if there is an existing flake analysis within a week, we'll reuse the result from it. But if that analysis errored out, we should start a new one.

If this is supported, we also need a exponential backoff and a limit for the retries of failed analysis, because that doesn't make sense for infra failures.
