pinned tabs unpinning themselves in chromeOS

Chrome Version: (copy from chrome://version) 55.0.2883.105
OS: ChromeOS

What steps will reproduce the problem?
(1)Right click and pin a tab
(2)close the browser window
(3)Open a new browser window

What is the expected result?
Pinned tabs should come back.

What happens instead?
Pinned tabs have disappeared
