Cannot configure IP address manually in chrome://settings page.

Issue description

Chrome Version: <From about:version: Google Chrome 57.0.2987.17>
Chrome OS Version: <From about:version: Platform 9202.10.0>
Chrome OS Platform: <Samus/ Jerry>
Network info: <WiFi, Ethernet>

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Go to chrome://settings page 
(2) Select the connected network
(3) Under Advanced, try to configure IP address manually. 

Expected Result:
User should be able to configure IP address manually 

Actual Result:
User cannot configure IP address

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

To clarify, with MD Settings, the method for changing the IP address is:

1) Under Advanced, below 'Network', toggle 'Configure IP address automatically'
2) Select a field (e.g. 'Subnet mask') and enter a new, valid value

The new value should be applied and persist.

Currently the new value is not being applied correctly.

Will fix this for 58. For 57, if this is important, the old settings are accessible in chrome://settings-frame, or by disabling 'Material Design settings' in chrome://flags.
