Unable to update flash

Issue description
Chrome Version : 56.0.2924.76

Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari:
Firefox:
IE:Ok
What steps will reproduce the problem?
(1) Logging in a regular user and attempting to open the browser which takes them to our intranet
(2) Browser is installed via policy using Chromes ADM file
(3)
What is the expected result?
Opening the browser and not seeing the Adobe Flash player needs an update bar at the top
What happens instead?
User opens Chrome, yellow bar comes up and says Flash is out-of-date. When attempting to update the component itself manually from v23.0.0.205 it goes through the process and then says component not updated. Doing it manually through Adobes site, per the instructions on Chromes Flash troubleshooting steps does not work either. The installer just sits there saying installation will begin shortly.

possible.
